Regional PSP 8046 sets out how East of Aberline could grow over the coming decades. It is a draft — publicly exhibited, not gazetted — and the detail below reflects what the Victorian Planning Authority has put on exhibition.

Draft plans envisage around 5,000 dwellings. Final density is to be confirmed through the precinct structure plan process.

A local town centre

A walkable centre for everyday shopping, services and community facilities at the heart of the precinct.

Government & non-government schools

School sites are reserved within the precinct to serve the future community.

Conservation areas

Conservation extents are set out in the official plan — refer to the VPA document for the definitive area.

Open space & green spines

A connected network of parks, waterway corridors and shared paths threading through every neighbourhood.

15,000+ future residents

Early plans envisage a community of more than 15,000 people at full build-out.

    Enabling works

    Servicing, arterial road upgrades and drainage infrastructure ahead of subdivision.

  2. 02

    First homes

    Early residential stages closest to established east Warrnambool and existing services.

  3. 03

    Town centre

    Retail, community and school delivery as population thresholds are reached.

  4. 04

    Maturing community

    Later stages, completed open space network and full community infrastructure.

IN PLANNING — draft PSP publicly exhibited 19 Sep–20 Oct 2025 (draft Amendment C217warr, Warrnambool Planning Scheme); VPA Projects Standing Advisory Committee (Referral 16) hearings 24 Mar–15 Apr 2026; submissions under review, awaiting finalisation and ministerial consideration. NOT gazetted. Early plans envisage ~5,000 homes for 15,000+ people.
